Tamil Nadu can lead in expenditure reform, says report

A new high-level committee aims to define how public spending is measured and evaluated in line with international standards.

Tamil Nadu's new high-level committee on welfare and public spending is tasked with defining how expenditure is measured and evaluated according to international standards, according to The Hindu.

The reform aims to reduce leakage, duplication, and low-value spending to create room for infrastructure, technologies, and human capital required for future growth.

The State's June 2026 White Paper indicates that committed expenditure absorbed almost two-thirds of revenue receipts in 2024-25, compared to 49 per cent in Maharashtra and 45 per cent in Karnataka and Gujarat.

Interest payments reached almost one quarter of revenue receipts in 2025-26, while Karnataka, Gujarat, and Maharashtra recorded 16 per cent, 12 per cent, and 10 per cent respectively.

Capital expenditure was under 1.5 per cent of GSDP, which is lower than the 1.9 per cent in Karnataka and Maharashtra and 2.9 per cent in Gujarat.

The data suggests Tamil Nadu has an expenditure structure that is more rigid and less investment-oriented than its major peers.
