MCD issues 27,915 challans for nuisance and garbage in five months

Nearly one in four penalties issued by the civic body relate to public urination, illegal dumping and defacement of property.

The Municipal Corporation of Delhi (MCD) has penalised violators with fines totalling Rs 2.31 crore through 27,915 challans since the Jan Vishwas Act was implemented, according to India Today.

Of the penalties issued between late May and October 28, approximately 7,000 were for causing a public nuisance, which includes activities such as public urination, dumping garbage in public areas and defacing property.

Data shows that while the civic body collected Rs 99.15 lakh from 16,281 paid challans, 11,634 challans involving Rs 1.32 crore remain unpaid.

The second-highest number of penalties involved leaving rubbish or filth unattended for more than 24 hours, resulting in 3,180 challans worth Rs 3.18 lakh.

The Jan Vishwas (Amendment of Provisions) Act, 2026, was notified by the Union Ministry of Home Affairs on May 15, replacing criminal action with monetary penalties for certain violations under the Delhi Municipal Corporation Act.

Under these new rules, the fine for public urination or causing a nuisance rose from Rs 50 to Rs 500, while penalties for unleased ferocious dogs and defacing house numbers increased to Rs 1,000.
