Delhi bars non-BS-VI vehicles from entering capital from November 1

The Delhi High Court declined to stay the administration's decision to restrict certain vehicles from entering the city during the winter.

The Delhi administration has implemented several pollution-control measures starting November 1, including a ban on vehicles registered outside the capital that do not meet BS-VI emission standards. According to The Tribune, these restrictions will remain in place until January 31.

Under the new rules, vehicles from outside Delhi that comply with BS-IV or older standards are prohibited from entering or operating in the city. Exemptions apply to electric and CNG vehicles, ambulances, fire tenders, and police vehicles. To monitor violations, the city will use automatic number plate recognition (ANPR) cameras and an AI-enabled Integrated Command and Control Centre (ICCC).

Other measures include a 50 per cent cap on physical attendance for government and private offices and a doubling of parking charges at authorised facilities until February 28. The Delhi Government has also prohibited dust-generating construction and demolition activities from November 1 to January 31, with a more stringent ban in effect from December 10 to January 20.

On Monday, the Delhi High Court refused to stay the ban on non-Delhi registered pre-BS-VI vehicles. A bench comprising Acting Chief Justice Nitin Wasudeo Sambre and Justice Sanjay Sharma issued a notice regarding a plea filed by a Faridabad-based lawyer, Gurmukh Dass Kohli. The court has listed the matter for a hearing on November 27.
