Delhi to enforce winter pollution curbs from November 1

The Delhi government will ban non-BS-VI vehicles registered outside the capital and cap office attendance at 50 per cent.

The Delhi government will implement several winter pollution-control measures starting November 1, according to reports by The Tribune and The Hindu. These restrictions include a ban on non-Delhi-registered vehicles that do not meet BS-VI emission standards, a cap on office attendance, and a halt on certain construction activities.

From November 1 to January 31, vehicles registered outside the capital that comply with BS-IV or older standards are barred from entering or operating in the city. Exemptions apply to electric and CNG vehicles, as well as police, fire, and ambulance services. Environment Minister Manjinder Singh Sirsa said the focus will initially be on checking vehicle entry at borders.

Authorised parking charges will double from November 1 until February 28, though Delhi Metro Rail Corporation facilities are exempt. Additionally, government and private offices must limit physical attendance to 50 per cent until January 31. To manage traffic, Municipal Corporation of Delhi offices will operate from 8.30 am to 5 pm, while Delhi Government offices will run from 10 am to 6.30 pm.

Dust-generating demolition and outdoor civil construction are prohibited from November 1 to January 31, with a more stringent ban in place from December 10 to January 20. Enforcement will involve automatic number plate recognition cameras and an AI-enabled Integrated Command and Control Centre. Chief Minister Rekha Gupta has asked residents to cooperate and use public transport.
