Delhi to enforce winter pollution curbs from November 1

The Delhi Government will implement vehicle restrictions, construction bans, and mandatory work-from-home measures to combat rising air pollution.

The Delhi Government will enforce fixed-term winter restrictions to combat rising air pollution across the national capital starting on Sunday, November 1, 2026, according to The Hindu. The measures, which include a ban on certain vehicles and dust-generating activities, will remain in force for varying periods between November 1 and February 28.

Under the revised Graded Response Action Plan (GRAP) rules, non-Delhi-registered motor vehicles that are below BS-VI emission standards will be prohibited from operating in the city from November 1 to January 31, 2027. Exemptions apply to electric vehicles, CNG vehicles, and emergency services such as ambulances, fire tenders, and police vehicles.

The plan also mandates that Delhi Government and private offices implement 50 per cent work-from-home from November 1 to January 31. Additionally, a ban on dust-generating demolition and outdoor civil construction activities will be in place from November 1 to January 31, though essential public infrastructure projects are exempt.

To discourage private car use, parking charges at authorised municipal sites will be doubled through February 28, excluding spaces managed by the Delhi Metro Rail Corporation. Fuel stations will also be prohibited from providing fuel to vehicles without a valid Pollution Under Control Certificate.

Enforcement will be monitored by the Transport Department, Delhi Traffic Police, and the Delhi Pollution Control Committee using AI-enabled command centres and ANPR cameras. Violators may face e-challans, vehicle impounding, or penalties for unauthorised construction.
