China and US consider restrictions on AI technology and hardware exports

New regulatory proposals in both nations could impact the global supply of AI components and advanced models.

The US and China are both considering measures that could restrict the movement of artificial intelligence technology and hardware across borders, according to a report by the Times of India.

The US is examining potential limits on Chinese optical transceivers, which are components used in data centres to allow chips to communicate. The Federal Communications Commission (FCC) is reviewing a proposal due to concerns regarding data security and infrastructure stability.

Chinese manufacturers currently hold approximately 56 per cent of the global market for optical-module production, according to TrendForce. Anirban Mukherji, Founder and Chief Executive Officer of miniOrange, said broad restrictions could impact Chinese exporters and delay international data centre projects.

In China, the Ministry of Commerce and Ministry of Science and Technology have proposed adding 40 technologies to a list of prohibited or restricted exports. This includes 23 AI-related items such as large models, AI agents, and chip-design technologies.

The proposed Chinese rules could affect companies like DeepSeek, Moonshot, and Z.AI, particularly those using advanced models in overseas data centres, Reuters reported on October 28.

The consultation period for China's proposed export changes runs until November 15, 2026.
