Goa and ANVI sign MoU for ₹5,000 crore LPG terminal
The Mormugao facility will provide the state with eight to nine months of LPG cover and reserve 80 per cent of permanent jobs for locals.
The Government of Goa and ANVI signed a Memorandum of Understanding on October 31 to develop an LPG security terminal and storage facility at Mormugao, according to The Tribune. The agreement was signed during the Vibrant Goa Global Business Summit 2026 in the presence of Chief Minister Dr. Pramod Sawant.
ANVI, an energy trading and financial services group founded by Ashutosh Verma, plans to invest approximately ₹5,000 crore in two phases. The project includes a dedicated LPG berth at Mormugao Port, a land-based storage terminal, a buried pipeline, and the Goa Institute of LPG and LNG Technology.
Phase 1 of the refrigerated storage is intended to hold 65,000 tonnes, representing eight to nine months of the state's total consumption. A ring-fenced state reserve of about 7,500 tonnes, covering at least 30 days of demand, will be maintained for use only on government instruction.
The project is anticipated to create around 2,450 long-term direct, indirect, and induced positions. Under the terms of the MoU, at least 80 per cent of permanent direct jobs and 70 per cent of construction jobs are reserved for Goans.
The new institute aims to train up to 500 people annually for energy sector careers. Chief Minister Dr. Pramod Sawant stated the institute will create a skill ecosystem for India's energy sovereignty.
