Delhi to implement special pollution control restrictions from November 1

Chief Minister Rekha Gupta has appealed to citizens to cooperate as new rules target vehicle emissions and construction activities.

The Delhi Government will implement special restrictions starting November 1, 2026, to curb rising winter air pollution. Chief Minister Rekha Gupta has appealed to vehicle owners, construction agencies, and institutions to follow the rules with full responsibility.

From November 1 to January 31, motor vehicles registered outside Delhi that meet BS-IV or older emission standards will be banned. Exemptions include CNG and electric vehicles, ambulances, fire tenders, and police vehicles. The Delhi Traffic Police will use ANPR cameras and ground inspections to issue e-challans or impound non-compliant vehicles.

All dust-generating outdoor civil construction and demolition activities will be banned from November 1 to January 31. A complete ban on most construction and demolition activities will also be in effect from December 10 to January 20. Essential public infrastructure projects are exempt under certain conditions, while indoor work may continue if dust control standards are met.

Government and private offices will implement a maximum of 50 per cent physical attendance from November 1 to January 31. To reduce congestion, Municipal Corporation of Delhi offices will operate from 8:30 AM to 5:00 PM, while Delhi Government offices will function from 10:00 AM to 6:30 PM.

Parking fees at authorised lots across Delhi will double from November 1 to February 28, though parking lots managed by the Delhi Metro Rail Corporation will be exempt. Enforcement will be monitored through an AI-enabled Integrated Command and Control Centre.
